Organize some TF2 playing outside of steam then?
It's not like TF2 has any benefits for friends playing, and you can just use some other IM-method to organize.

What's the holdup?
A) No money
B) Don't want to give Steam your credit card number
If it's either of those two...
A can be rectified by simply taking 3 dollars from your game budget and buying a cheap crappy game from them.
B can be rectified by going to gamestop and buying a steam card, and then buying a game with that.
