I don't have access to my laptop at the moment to check, but it seems to me those codes just change the address the world number is read from to one or both of the controller inputs. Pretty clever, but I wouldn't exactly call them "debugging" codes.

Possibility doesn't dictate what you can do.
There is a prototype version of Blaster Master, that had a debug level select enabled.

It worked in a different way in that it gave you an screen where you could just choose a value to warp to.
However, it's probably a safe assumption that the start areas are those of this debug.

The way you describe the code would me think it is simply taking the value from the controller imput as BMF says... Except for the part where apparently it accepts imput from both controllers. The game should track imput of them separately, and I don't think a single game genie code would just make it work like that.

... Welp, didn't read the whole post, nevermind then.
