Actually that makes me wonder how'd an Ikachan windowsitter-like thing that followed your mouse around everywhere would be...
Click on it and it floats down and stays on the first titlebar it finds, the taskbar, or the bottom of the screen, click again so it follows the mouse again. You can have it at different scaling. And maybe even an option to make more of them appear or other Ikachan stuff randomly show up.

Not like I could actually make that anyways.

I need to learn more programming so I can make stuff like this, because I'd love to do that.

I did not.

It was the first layout I made.

It was not a good idea.
