Local mods can't ban. Just that generally people who break the rules in the forums are gonna get banned by the higher ups.

You need to recheck with a local mod and see if they have the ban feature under profile settings.
If it is necessary for the local mod to ban someone with a good reason and explantation to global mod or admin they may do so.
