To lay your questions to rest for good (as much fun as it is to taunt you), forum.id is an unsigned smallint (0-65535) and thread.forumid is an unsigned tinyint (0-255). So even a forum of 1337 wouldn't work properly as far as the board was concerned.

I can only recall seeing two forums that are now not on that list. One was for a community game project that never got much further than the planning stages that I made quite a number of posts in. (The threads are now in MEAT!) The other, I think, was for a board feature that never took off, and the forum itself got little more than a thread.
