After playing Sim City (DOS, VGA) I wondered if I could implement the SNES port's GFX set while conforming it to SC's VGA palette. Is there a program or twelve to open the GFX files (they're stored in side folders, e.g. \VGA, \EGA, etc.), or do I have to do strenuous decompiling to achieve this.

And, yes, I used Google- just brought up pages for freeware.

You might try opening them with IrfanView or Paint Shop Pro, because they support a lot of esoteric image file formats.
If that won't work, then you're pretty much screwed because a lot of DOS games use their own format for storing graphics.

I would probably suggest opening the terrain editor (if you have it that is), get SNES sprites, study them pixel by pixel, and try to recreate them through the terrain editor.
