XP never had this kind of problem. Neither did the school's 2000s. It had to be Vista.

As in, all of a sudden, something not witty happens, and everything is limited to a mere 1/1,000,000 of processing time. The busy light stays, and only the mouse will do anything for about a minute.

XP does that, just not often. Try setting a process to Realtime priority, or even letting one at Normal go into a loop using 100% CPU. Save your work first.

In the former case, because you're not using the computer for anything else and have it doing something that you want done ASAP. In the latter case, any poorly-designed program might just randomly do that.

Ah, but Dual Core! It takes two programs acting at 100% on each core to freeze one of those.

Myself, I'm going with the superior Server editions of Windows. Server customers don't put up with cheap crud. Notice the lack of Vista themes on Windows Longhorn/2008 Server.
