Apparently, it's because <i> and <b> don't have any semantic meaning; if you use them with, say, a screen reader program, it won't reflect your specification whereas something with <em> and <strong> actually do.

Well, why not make <b> and <i> also react appropriately with screen-reading software, then?

I don't know, I'm from the Commodore 64 era and I'm not a fan of this trend toward verbosity in coding.
