I have to say, whoever made the JPEG'd and stretched Mario, there is some room for improvement.
At the very least, if you're going to do pixel art, it's probably a good idea to use consistent sizes for your pixels.  ____________________ |

I unfortunately cannot think of a good suggestion for a pixel art program, but I would try and find a good one that you are conformable with. ____________________ |
