Once you've uploaded the image to photobucket, you need the URL. On the side of the image I think there's a label saying "Direct Link" or something like that which should be what you want. (For example, my minipic's URL is http://i211.photobucket.com/albums/bb12/imajin8174/fdsguy.gif ) Alternatively you can view the image properties to get it.

Then, you just put that URL in a post like this:

it is a mini animation for witch was suposed to be my profile picture but id did not work.the animation was general guy on a ww1 geman tank chasing luigi...

I think you mean having the picture at a specific part of the screen? I do know there's a center tag, but not exactly sure about anything else. But here's an example:
