It all comes down to whether the villain has the guts to fight the main characters in their normal form before the game ends.

Noticeably, Sephiroth is too afraid to do that, so he fails. :p

On the other hand, Dark Falz/Force is always a hideous gaseous abomination, so he doesn't.
