No, thumbs.db didn't exist before Windows XP. More likely you're getting them from ZIP files made on XP or something.

Oh yeah, I recall seeing the capability to store thumbnails when I looked up the JPEG format. Sounds like you can have a lot of fun with that.

If you think Thumbs.db files are annoying, have fun with .DS_Store files.

That's why I repackaged every zip file I have when I started going through my files.

Also, machine's finally stopped generating thumbs.db files. File surfing is much faster now too.

I still remember the mscreate.dir files. I think they were from an old version of Office, but they were generated in any feasible folder for no real reason.
