I saw a post on GameFAQs from someone asking about a debug mode code they found in the Genesis version of the game a long time ago. They don't remember the code and it doesn't seem to be published anywhere on the internet.

I remember when the game was still new...I had a friend over and we were going to play co-op in it.
Trying to impress him, I said I was going to use a code I knew about(I really didn't know any codes), so I turned the game on and started hitting random buttons...which turned out to be a code.
It had options for invisibility, level select, and a few others I can't remember
I can't seem to find any info about this code anywhere though...
I opened up the US version of the game in a hex editor found some interesting strings:

Visual Selector:
Game Genie BBLA-EN9R or Action Replay 0254EE:6608. For a RAM-based code, use Pro Action Replay FF1D00:0900
Round No / Damage ON OFF menu when starting a new game, animation test screen when selecting Exit in Options menu:
Game Genie RFAA-C61J or Action Replay 0140E8:4E71. For a RAM-based code, use Pro Action Replay FF0102:0005.
The button code is still a mystery. Each time the Visual Selector menu is opened, FF0102 +1. Doing that 5 times unlocks the Round No / Damage menu and animation test. |

| That's what I've determined through a quick check with shoving the ROM into IDA. Unfortunately, this game doesn't seem to use any standard controller input routine (or at least, one isn't disassembled; or it may use a 6-button input routine in which case I'd have to guess and check). I'll look into it more later. |

and, finally, success...
Open the Options screen, and follow these steps in order: set SE Test value to C1, set Voice Test value to E8, set Music Test value to 82, and press B. A sound effect confirms success and the Visual Selector opens. Next, exit the Visual Selector, and then repeat the whole process just described four more times. After you've exited the Visual Selector for the fifth time, exit the Options menu. This opens up the animation test menu. Once you leave that test menu it goes back to the title screen. Start a new game and the stage select and damage on/off menu appears.
One other interesting thing to mention:
PAR code FF1D00:xx00 holds a menu index value (09 for Visual Selector as in the earlier post).
If you enter FF1D00:0600, it brings up a "Coming Soon!!" message. Probably a leftover from a trade show version. The background tilemap is glitched, too, likely from changes made since then...

Ah, excellent! That's certainly a unique way to trigger something like this - I don't think I've seen anything like it before.
Something strange I noticed: the "ADVERTISE" option doesn't show up in the Visual Selector. This is probably what would have lead to the "Coming Soon!!" message. |

| Pro Action Replay code FF1D1C:0000 can be used to select the Advertise option. It just goes to the opening story, though. |

Interestingly I found this page while doing my own research on the Power Rangers ROMs.
I, however, was researching the Beta versions of this game.
In the earliest known beta of this game, dated July 13, 1995, the Visual Selector code works just the same, although the Selector (misspelled Selecter in this build) contains Japanese text instead of English. It also contains the Advertise option in the Visual Selector although, like the code for the final version, it merely plays the Title sequence.
Also notable, and the first thing I ever discovered with this build, before even discovering that there were codes to do this in the final version, pressing Start on the Exit option leads to the Animation Test without having to enter the Visual Selector five times, and the Level Select and Damage option automatically appears after starting a game.
I thought I'd inform you guys, since maybe if you guys look at the coding of the Beta versions, it may shed more light.
