It should. Every last Saturday of October it should be. (Except for when the month ends in the middle of the week, and then it would be the first Saturday of November.)

Someone once told me that declawing a cat is like if someone cut open the tip of your finger and took out the bone. I won't declaw my cats, but that's not even the only reason why. Two of them were already declawed when we got them. One still has her back claws, but the other has none at all, and it really messes with her balance and ability to get around. I would suggest buying a cat condo and some scratching posts before resorting to declawing. 4/6 of mine aren't declawed and I don't have problems with them clawing anything they shouldn't because they prefer the cat condos and scratching posts/boards that we have.

If you want to save money on an adoption, I would recommend adopting a cat that's already been spayed or neutered. That will save you quite a bit right there. Sometimes you can even adopt cats that are already declawed (like I did) if you're really that worried about it scratching things up, but don't want the declawing on your conscience.

I'd say don't declaw. It's considered inhumane and if your cat ever escapes, it can't defend itself or climb things well.

Spaying or neutering is definitely recommended unless you want to breed kittens; it makes the cat way easier to deal with and it will guard against unwanted kittens.
