Tiers are more decided by who plays what more often. Like the pokemon tiers go, uber (Too powerful to use with others.) OU (Overused, as in, used often) BL (Borderline. good enough for OU, but used a bit much) UU (Underused. Good pokemon, large variety.) NU (Never used, usually here is where stat differences come back into play. OU and UU can be mixed easy, NU can't... usually. Medicham is a glass cannon destroyer and awesome.) and NFE (Not fully evolved.)
The way I see it, with the topmost tier (Pit and Metaknight) and the bottom tier (Ganondorf ;_  not being used, Brawl becomes way more balanced already. My Yoshi can take on my friend's Kirby and ROB no problem.

| Disgaea 2. And it's painful end-story maps.
First 11-6 and its restriction layout + invincible mages + WIND DICE HOO HOO HOO = dead people...god damn. I only finished with 6 dead, that's the lowest so far that I can remember. And now it's 12-5 with Ally20%Dmg + NoRange + Warp'n'Silence to OverHere = Load of bull. I don't have more than 3 capable close-range units, I detest %Dmg panels, can't even heal over range w/o items which I don't carry...urgh.
