I like to think of it as a little of both and neither at the same time. Its trying to become a vowel but at the same time it knows that it won't really ever accomplice that goal. It most likely feels left out because it's rejected by both its vowel and consonant peers. They're always picking on poor Y. ____________________ |

| In my country Y is a vowel, so I think it is in english too.
