There is a solution, and it is called "Investing in the infrastructure", which most of the world has done (see: insane speeds in Hong Kong, Japan, etc). They've just been uniquely allowed to focus on profit over speed, and thus, instead of building up infrastructure, they just want to charge more for less.

Anyway, the way Google's EULAs are done,
they already own all of your google docs and webbrowsing done with Chrome


they just don't do much of anything with it, if at all

Pffft. Their PR is paper thin. And if you don't want to take my word for it, there's this interesting piece which compares past Google with current Google's stance on this very problem.

You think AT&T and other rather nefarious ISPs are going to let Verizon tell them what to do? Are you nuts?


However, in the spirit of compromise, we have agreed to a proposal that allows this market to remain free from regulation for now, while Congress keeps a watchful eye.

Why?


Stop right there; your self-interest in wireless means you shouldn't be allowed to set the rules for it, or in this case, loophole it entirely so you can do what you want.


MYTH: This proposal will allow broadband providers to “cannibalize” the public Internet.

FACT: Another aspect of the joint proposal would allow broadband providers to offer certain specialized services to customers,


So you confirm the 'myth' with your 'fact' and then try to whitewash it into looking like it's a good thing. I'm not that stupid, Google.


MYTH: Google is working with Verizon on this because of Android.

FACT: This is a policy proposal – not a business deal. Of course, Google has a close business relationship with Verizon, but ultimately this proposal has nothing to do with Android.


OBJECTION! The Android is a wireless device. The new proposal exempts wireless devices. Therefore, even if you're not using it for evil, it still has plenty to do with Android!


MYTH: Two corporations legislating the future of the Internet.

FACT: Our two companies are proposing a legislative framework to the Congress for its consideration.


Actually I'd agree this one's a myth, since half the Congress is owned by far more than TWO corporations. Your consideration will probably be mutated by the whims of multiple other companies (with their personal representatives going to fight for them rather than the states they represent) and then sort of like the health care bill, some sort of watered down zombie bill will be passed that will protect Net Neutrality... in name only.

If this is the best spin they can do, they may as well admit it. Heck, you don't need me to say it now, just read those things and you tell me if, after reading all those specific denials and obvious loopholes, that they aren't hiding something.

The something doesn't even have to be bad, necessarily. It's just quite clear they want to hide their aces while trying to lie away the controversy.

Its not really saying you would have to pay per website. It would be more like an express lane through a toll booth. They're saying you would have a public network and a private or premium network. How is this different from what I said? You have the free stuff and the "premium" stuff. From there, with the current unencrypted infrastructure it's piss-easy to split "premium" into various "packages", each giving access to certain websites - just like cable TV has.
(Anyone remember when the idea behind cable TV was you pay for the service, and it comes with all the channels, with no ads? Look how that turned out.)

"Express lane" and "toll booth" are completely different ideas - faster routes to the same place. We already have that. ISPs sell different connection speeds at different rates. The change would be paying to access certain content. Really, the Internet doesn't compare well to a highway.
