tl;dr some EU countries want to see ACTA to where non-financial-gain motivated copyright infringement (read: sharing music with a friend) can make a person possibly eligible for a jail sentence, and for "financial gain" to be extended so broadly it covers such things as the financial gain from not paying for anything aquired.

That's right - not spending money to get copyrighted content would be illegal now too. Don't lend Adam that movie, Bob- You could both be sent to jail!

Yeah, the EU have been pushing this since a while back. Needless to say I got pretty pissed at it when I read it the first time.
