You could compare Raiden with that Trailer to Raiden in MGS4:

All I have got to say is that I don't remember him being that bad ass.

Well, he was in MGS4. But Rising is like...Raiden on meth and steroids laced with crack. Jesus Fucking Christ.

That scene from MGS4 was still amazing though. And I thought it could not get any better.

E2- I also want to point out that it could be a spinoff like what Kojima did with Ac!d. Then again, Kojima is not directing this game. Only producing it. So while I do have my hopes up and all about this game. I am not taking it too seriously. Peace Walker is already bad ass enough.
