It's been announced. Heading to PCs in Japan so far. Mega Man Universe has been trademarked a few months back for NA and EU so it's a likely bet that this is one and the same.
So it sounds like MMO is an MMO...just in 3D side-scrolling action mode.
Neowiz and Capcom officially announced Rockman Online, an online Mega Man game for PCs. A 3D side-scrolling action RPG for PCs. Being an online RPG, Rockman Online will have a perpetual growth system and varied stages to play. Capcom wants to make this game appeal to Mega Man series fans as well as general audience.
X and Zero are confirmed to be in the game along with a bunch of original characters as NPCs. Here’s art for both of them.
I've seen some of these side scrolling MMOs, they've never had much appeal to me. But I do like MegaMan, so if it has the same play and feel of the MM games, I might have to try it. In Beta preferably, I hate having to pay for an MMO before you try it.

I, like Orlandu, don't like side-scrolling MMO's. Though considering how horrible MMX7 was in it's 3D sections, it's a very good thing that they didn't make it 3D. I was also wondering why Capcom trademarked Mega Man Universe a few weeks, or months, back. Guess this is why. I wonder if they're going for 8-bit, HD-sprite, or 2.5D graphics. I hope they go for the HD-sprite treatment, like in Street Fighter II HD for Xbox Live Arcade.
I'm very excited to see what Capcom does with this. I'll probably give it a try once it's released, I wonder if you will have to pay monthly to play online or if after you buy the game you can play for free forever (I'm hoping for the later).
Either way I'm going to be keeping an eye on this .

I'll be happy if we could actually build a character. Seriously, if I have to fucking recolor X, Zero, or Axl and call that my character, I'm going to stab someone at Capcom in the face.
Now it's a shame I can't make my long-time Mega Man X-series character into the game...
