They'll probably try to force people to keep IPs, but then a loophole in that will probably exist...

Trying to legislate against it is a dying thing. The models just need to be updated to reflect the existence of people who want to spread copyrighted works, not kept the same with various ineffective laws thrown at it like some sad sacrifice to the god of piracy.
