No. Background bottom layer doesn't mean the one which is displayed on the bottom screen. There are two BG layers, displayed both on the top screen.

To edit the bottom screen you'll need Tile Molester, and edit some graphic files in the uiStudio folder, not sure which ones...

I've seen it referenced quite a bit, but never really looked into it.

It is a HORRIBLE program, but unfortunately it's the best we have for NDS graphics.
For you to get an idea. Rotating an image will corrupt it, you have to navigate to the folder where you have your files wach time you want to open a file (it always starts browsing in My Documents)
