I have read about this for a long time now (way back to early 2008 when they were planning the changes in the constitution) but now that the new constitution is around the corner, I guess it's the perfect time to mention it. Nepal is poor, they depend on tourism, they know gays have money so: gay tourism + gay money = good economy (or at least that's their math)
