I have an issue with the view of the level. Even though I set the view to be bigger then the screen. The screen/camera will not scroll up if Mario jumps over the screen limit.

Is there a way if Mario jumps to the third platform that the screen will scroll up just a little to see the question blocks?????

It's an issue in the block 2 of your level. It has already been discussed in at least (i remember) 4 places. For example here: http://jul.rustedlogic.net/thread.php?id=8314.

and please, in the future, before asking your question, try to see if it's already answered. We get really lots of people and threads with the same two issues:
- Black screen when entering a level
- Camera does not go up
