Not too bad of a first go, though I've already told you that. Most of what this file could improve upon is being more on the beat for Heavy's concern. That would be your main priority. You fixed the sync and the BPM fine and that's half the battle for all simfiles.
Your second priority would be making it to where it actually flows great on pad. With that, you'll have to learn about things such as turns, crossovers and the like. That'll come with time and practice, though.
