Economy: Non-existent. Being a purely militant city-state, the SHION takes whatever resources they need from any neighboring countries- by force, if necessary, though they do have a policy of establishing trade agreements with willing nations, offering weapons and valuable research in return.

Military: Entire male population is required to serve in the military until the age of 30. Main focus is upon the Army. Their naval power has historically been small due to peaceful trade via water among neighboring nations.
Economy: Rather self sufficient agriculturally. Certain veins of precious metals and gas have been discovered and the forced labor class has been ordered to their posts to begin work on mining these resources.
Society: Militaristic, but majorly philosophical.

She stood on the bridge of a massive space cruiser. It was donned with rather large drills, and faces. It looked odd, but quite brilliant. As she stood, she was ready to rocket off into space... with the words...

After a long and strenuous morning of work, Teyla again collapsed on her bed. There had been an speech she had to say on TV to the 950 million in the population. She doubted many watched it. They were probably watching other stuff. Being a part democratic monarchy was haaard... At least she was rich and a damn good leader.

Teyla: I just want to sleep.

Tyler: ...

Teyla: If any wars start, wake me up...

She fell asleep again in the luxurious Remilan mansion, 20 kilometers away from the capital city in the north west. The population was going to vote on a name for the city tomorrow, as they decided they didn't like the name of the city last week. Teyla agreed, so eh, whatever.

The Windonian Empire.

A ferocious organization of the most evil people in existance whom only have one goal: complete control over every world, every galaxy, every universe.

Some worlds they conquer without any problems at all, simply invading and conquering every inch of land, then killing everyone that lives. The world sometimes even winds up just being blown to bits simply because it lacks a resource. Other worlds, however, aren't so easily won, and are only seized by doing whatever needs to be done in order to weaken the populace. This can be in aiding a revolutionary group then striking it all when both sides are weak, or sometimes even assist evil doers in demolishing as much of the world as possible then backstabbing them to finish the job.

Each world was different, and for each situation there was a commander that could easily find a way to capture a world or destroy one, whichever was deemed necessary.

Upon setting down an airship to a world, the Windonian Empire realized it was a developing world with countries already developed all around. However, a rare resource was on this world that would require waiting out the clock before striking. They found some unused land, began building a base of operations, then they waited.

Now... it was close.

Commander Lurexa peered over the balcony of the main base structure, overseeing the entire city of Windom. However, it only resembled a city. It was really a base of operations for the Windonian Empire, and ten years of living here made it seem like nothing was remotely suspicious. In fact, out on the streets it looked as if workers were heading to the office by car during rush hour. Pedestrians walked among the streets going from place to place. Kids were playing in the park while the teenagers were skateboarding and tagging buildings. Homeless people begged for spare change. While the general technological aspect of the entire city was more advanced than it should have been, what with holograms and such, it did not stand out as a militaristic force in the least. Even the harbor looked innocent and friendly.

Ten long years she had waited. From the age of 15 she overlooked the entire project from the first tall building to the last little quiet country town near the border. She smirked as the entire nation was going perfectly according to plan.


???: Ma'am, it is time.

Lurexa: Yes, I suppose it is.

Her hair was kept up in twintails, held up by black ribbons. Her clothes resembled gothic lolita styled dresses, frilled with black lace and a dark red with black details all around. In the center of the dress was the Windonian Empire logo. She also wore black dress shoes to accompany her dress, with knee-high black socks to match the scheme. Her dignified voice remained royal, like that of a spoiled princess. The pistol in hand was sinister, completly black with white flower decorations. Look at her wrong and you would not live to tell the tale.

She turned around and headed inside, greeted by a giant screen that was flashing a timer. It was at 000'00'10.


Lurexa: Ten more minutes? Honestly, where has the time gone?

???: You... sure you are ready to abandon this creation?

Lurexa: As my bodyguard I expect you would still understand the Windonian Empire's intentions. I would loathe having to begin a look for a new bodyguard.

???: Yes, but this is your creation. Won't you wish to keep it going.

Lurexa: Polom, come now. I am very well aware that upon execution of Project 100 this entire nation would be entirely pointless. After all, we don't intend on keeping this world to run a new nation.

Polom: Yes, my liege.

He bowed in apology.

Lurexa: Oh, no more of that is needed now that the time is approaching. Soon...

From the safety of his reinforced bunker control room, Alistair was aware of any troop movements from all nations. Thanks to his SHA-3984 "Panoptes" satellite which currently sits in geosynchronous orbit 320,000 kilometers above the planet, he could see every movement on the surface as small as a fly landing on a single blade of grass. Hence, when the Peacemakers were fired, he was anything but surprised, having already thought of every possible counter-measure to intercept their course and prevent impact. Turning his chair towards the monitor focused on the coast of Mahoukyo, Alistair let out a sigh of disappointment.

"Sigh... Why is it that they always want to solve things the hard way, Luce?" he asked to the female officer dressed in white standing beside him. "AURIOS, prepare the WASPs for intercept. Issue a general alert to the whole complex and order all active units to stand by."

Two rows of blast shields on the eastern side of Daleth-04 opened to launch a massive barrage of small MIRV-like missiles to intercept the Peacemakers in mid-flight and stop them from hitting the base.

"Open a channel to Mahoukyo and the Remilan estate. I want to personally give them a message."

A microphone appeared from the ceiling above the console Alistair was currently sitting at.

"Citizens of Mahoukyo, lend me your ears and listen! My name is Dr. Alistair Stiles, Grand Provost of the Society for the Human Improvement of Nations. It is with my deepest regret that I must inform you that your beloved 'leaders', house Remilan, have single-handedly refused to acknowledge our glorious mission and launched a pre-emptive attack against our base of operations. Therefore, as of this moment, the Society for the Human Improvement of Nations has decided to issue a declaration of war against the nation of Mahoukyo. Again, should you decide to surrender unconditionally and forfeit all of your primary resources to our cause, we will immediately repeal the declaration and proceed to welcome you with open arms. People of Mahoukyo, ask yourselves this: Would you stand still and wait for your inevitable destruction as your leaders pursue a lost cause, or take your destiny and future into your own hands? The choice is yours..."

A metallic clatter sounded as two men in thick boots descended the metal stairwell One was dressed almost as if spending a summer day at the park, the other dressed to kill, literally He spoke in a curt, straightforward tone.

"Sir. We've had reports of missiles being fired from the eastern nation of Mahoukyo towards the SHION territory. As you know, we have considered making an alliance request of them, but have refrained due to not understanding their motives. Mahoukyo we have not considered an alliance with, as we have deemed their government and country too... unstable to be a valid contender at this time. Despite this, we find that with this burst, the rising tensions in the area may prove too volatile for the current era of peace to continue.

"I would advise that we prepare all our military units for battle, and remain on high alert for the time being. Command Tierney has more information about the energy disturbances we discussed at length earlier.

"Thank you, Jordan," spoke the man wearing shorts, "you are dismissed, for now." Swinging open the thick metal door, the man stepped into a dim room, lit only by the light of large computer screens. "Commander Tierney, status report."

In response to the worsening internal relations between nearby countries, Area 11 placed its military on high alert, strengthening its border patrols and keeping its forces ready to defend their country and a moments notice. If the world was going to war, Area 11 would be ready.

Tyler: Nope.

He picked up the phone, and called the defense department.

Tyler: Minister of Defense Meizuki, did you fire those missiles?

Mei: No...

Suddenly, a girl with purple hair half-tackled Teyla.

Soap: I overhear your conversation this morning, so I fire missiles at little island.

Teyla: Dammit Soap. You started a war.

Soap: Sorry airen....

Teyla: ....

Tyler: Why'd we take her in anyways?

Teyla: Because she had nowhere else to go. She was exiled from her country.

Teyla sighed. Not only had this force up and declared war for an accidental slip of tongue, but they dissed her too. They're going down.


The citizens were rather angry at the SHION message. They thought their leader was doing a damn good job, especially since they all had a say in what happened. Their country was booming, they had good technology, good resources, and the majority of them knew magic. Although groups on the outside may not think it, the country was rather stable.

If SHION wanted a war, they were gonna get one.

???: Pardon me, Miss Lurexa, but we may have a break.

A scrawny man walked in. His face was shadowed by a large brimmed hat, stylized as that from a Western film... that is, Earth American Western film. He wore black jeans, a tattered brown shirt, and on top of that a leather black vest. He had a small cloak on with the Windonian Empire symbol on it.

This man's face looked as if he has overseen many operations. The grin was impossible to wipe from his face, as the only time you would even notice it gone he would have shot you dead with the incredibly large pistol he stashed on his right leg.


Lurexa: Oh, Commander Brownston. What may I ask are you doing here?

Brownston: I reckon ya' recall that this mission be top priority. Any help be good.

Lurexa: Hmph! Not like I need the support!

Brownston: Snotty as all getup, hehehe. Nevermind our differences, but there be good news right before this timer done finish.

Lurexa: And?

Brownston: To the north be an island nation. They just be issuin' a war threat towards a magic land northeast from 'em.

Lurexa: Hmm... it has been peaceful between all the known nations all these years. Oddly timed for war to begin, don't you believe?

Brownston: Odd, indeed.

Lurexa: Excellent.

Three minutes remaining.

Lurexa: We need to support both sides of that war. Unleash the mercenaries in the nations of SHION and Mahoukyo and have them join the ranks of their military force. Put twenty-five percent to SHION and fifteen to Mahoukyo, then increase percentile of Mahoukyo once SHION has a plausible victory. Inform me when this happens immediately!

Operator 1: Yes, ma'am!

A nearby operator began calling troops across nations.

Brownston: You reckon' they will hire 'em? They ain't dumb, ya know.

Lurexa: As far as these nations will know, they are mercenaries that travel among all the nations. They have no reason to suspect a non-militaristic nation to offer such support. Even if the mercenaries were denied the nations have no reason to look into the matter. They will just be denied.

Brownston: Either way, we have troops ready to fight in all them nations when needed?

Lurexa: Perhaps.

One minute remaining.

Lurexa: Prepare the broadcast for immediate display.

Operator 2: Yes, ma'am!

"Uh, right. Speaking of that, I still don't see why they want me as their leader, Christine. After all, you led the rebellion, and I was once a Captain in Durandal's Navy... Do they really trust me?"

"Oh, come on, L; surely you remember how you were the one who came up with that great plan to storm the capital, and how you were the one who personally killed both Durandal and Zaroff, ending the revolution!

"Yes, well, um, please don't remi—"

"You're a hero in their eyes, L! Besides, you won't be running Seven on your own. You'll have the help of all of our fellow comrades!"

"...Fine, but I still think—"

Just then, a stout bald man wearing a tattered uniform dashed into the room, obviously exhausted.

"Comrades! *Huff* The people of Seven are in an *Puff* uproar! Mahoukyo~ has attacked another nation without *Cough* any warning whatsoever!"

"What? How... How is our army?"

"Bloodthirsty, Comrade. In a moment, they'll be charging into the country without your orders."

"We can't let them do that, they're all still weak and wounded from the revolution. Tina, what should we do?"

"Never fear, L, for a little propaganda should easily subdue most of them."

"...But wouldn't that involve lying to them, and wouldn't that go against our very motto?"

L pointed to a piece of paper hanging on the wall which simply stated, "We will fight against all of the great injustices of the world."

"L, we're running out of time. This is a life-or-death situation. Without our army, we could lose everything we fought for. You wouldn't want that, would you?"

"...No."

"Good."

Christine wrote something on a scrap of paper, handed it to the bald man, who regretfully dashed out of the room again, and picked up a nearby red phone which looked old but well-kept and apparently ordered an emergency meeting with the officers of the army. L did nothing but gaze out of the large shattered window which overlooked a battle-scarred land covered with soot, scrap metal, and blood. He sighed, hoping that everything was, indeed, for the best.

"Why do I have to be stuck here?"

She was never one for being in charge of stuff. So she honestly did not know why she where in charge. There where other people... people with much more experience that could do this job so much better.

"Lunamon, we are having some problems."

She had not even notice Kudamon entering the room.

"Umm, okay?"

"There is war starting to the south and I was wondering if we are to do anything."

"Can't we let them deal with it the normal way? It's not like we are helping when we send other troops to stop the fighting between the metal empire and deep savers."

There had been fighting between those two digimon groups for ages, no one really knew why but they keep fighting over stupid things.

"That's not the case this time, it's national war. Mahoukyo and Shion have started a war."

"...um, okay?"

"And other nations might not be too happy about this."

"Well... I don't think we have anything to do with this war."

"What if we get attacked?"

"Do you honestly think anyone stand a chance against us?"

Lunamon had seen the humans living in other lands... they would simply not stand a chance against monsters.

"..."

Hagurumon enters the room.

"Miss, you're right, that may be the case. But some of them have very powerful technology that we lack."

"And to add to that even more, we may all be under one nation now. But we are not exactly the most united nation. If we go to war all groups might not go with us."

"Well, you two do have a point... but what am I supposed to do then? It's not like I should start a war myself, and if we get attacked we need to defend ourselves as good as we can."

"Correct, that's why I suggest we form a alliance."

"oh, well, um... I guess we should have all groups assemble in the meeting room then?"

"We will get right on it, miss."

Kudamon and Hagurumon left Lunamon behind as they went to go get the member from all of the groups.

"...why is she in charge again, Hagurumon? She is not really a good leader..."

"You know why, it was his request, after all..."

Thinking for a minute and surveying the resources shown available to him, the summer-clad man was silent for a moment, then spoke. "I don't like it. Use one of the proxy servers, perhaps this time the ones in Seven, if they're still operating, and try and get access to the Windonian computers. Let's see if they're hiding anything. Also, how goes the planetary exploration mission?"

"Preparations have almost completed, we expect to be able to launch within a week or two," spoke Tierney. "We have all the data from the recon satellites, and everything is looking good."

"Excellent. Move some of the military in place to guard the launch site, and place the firestorm defense systems on standby twenty-four hours before the launch.

Eight hours after the initial declaration of war against Mahoukyo, Alistair convened an emergency meeting with his joint chiefs of staff, the Aesir Council. These 12 generals, many of them veterans from the Zhi'Mar campaign, serve as the ruling elite of the SHION military structure. Every major specialty is represented here- tactical warfare operations, logistics, and communications to advanced medical research and engineering. These fearsome men and women are the ones responsible for maintaining their war machine well oiled and ready for battle.

As soon as everyone was seated, Alistair took the stand, adjusting his microphone before calling to order.


"As you all know, I've called you here tonight to discuss some pressing issues. Now that Mahoukyo has openly declared their hostility towards our goals, we must decide how to deal with them swiftly and efficiently without raising any suspicions."

One of them, a black-haired and purple-eyed female officer, raised her hand in protest.

"And we can't simply order a full-scale invasion... why, exactly? Or better yet, why not nuke them off the map entirely with the--"

Alistair was quick to express his disapproval at the idea. "That's exactly what we're trying to avoid, miss Dorin. And personally, I'd like to provoke as little international scandal as possible."

"I suggest we have our fleets and air troops form a perimeter around 300 miles off the coast of Mahoukyo. Close enough to place them in weapons range, but far enough into international waters that they'd risk breaking one or more treaties by attacking us head-on. And if, by any chance, they were reckless enough to try it, the Scinfaxi and Hrimfaxi will make sure to give them a pleasant surprise."

"Excellent suggestion, General Rodin. I trust you'll have your troops ready to move out at a moment's notice?"

"Yes, my Lord."

"Excellent. Now then, let's move on to other matters, shall we..."

The hull of Daleth-04 shook all over as wave after wave of airship squadrons and naval forces deployed from all sides, headed straight for Mahoukyo. As they were not yet given the order to attack, most of them spread out and stood their position, semi-surrounding the whole coastline and effectively blockading their commercial and supply lines. Meanwhile, a pair of massive nuclear-powered submarines secretly made their way under the battlefield...

Lurexa: Prepare the satellite distorter for ten second activation!

Ten operators were busy typing on keyboards, turning knobs, watching other countries and their actions.

Thirty seconds.


Operator 4: Unidentified access to computer systems database! Currently redirecting to false server.

Operator 6: Satellite distorter will be fully charged in a five second time, ready to be activated and immediately submerged.

Operator 4: Redirected to false server. Tracing source of access.

A few other random people pushed in an elegant royal chair into the room. Lurexa sat promptly in it as a camera was floating in front of her.

Fifteen seconds.


Brownston: Not even startin' and these fools are tryin' to counter us.

Lurexa: Indeed.

Ten seconds.

Five seconds.


Operator 6: Disruptor emerging from ocean. False energy sources also rising at random areas in the world.

Operator 7: Preparing broadcast in three... two... one.

When the timer reached zero seconds, the satellite disruptor provided false data readings to any satellite the empire was aware of or not. All TV screens, radio stations, elevator music, computer monitors, and anything with a speaker or screen was replaced with Lurexa and her demanding voice for the first time to anyone living there.

Lurexa: Project 100...

At this very moment every citizen of the empire pulled out a gun or magical sword, whichever was their specialty. From their cars, in the elevators of a large building, the kids in the street, the homeless who were once begging for change, and even the mothers and children in the countryside towns. All were equipped with a weapon. Those that did not have a weapon were tourists or foreigners from other nations.

Lurexa: Initiate.

As if perfectly timed, one gunshot was heard throughout the country. However, it was the simultaneous shooting of hundreds of guns at non-natives. If they didn't die on impact those with swords quickly disintegrated the remaining life of the people with gravity spells. Nobody not of Windonian blood would know what happened.

Outside the nation, troops were scattered across the entire world. Subs landed on the shorelines of a few nations in deserted areas as troops quickly ran off, disguised as local natives. The subs self destructed only two seconds after all soldiers were removed from the vessal. In more developed nations, secret underground tunnels that went under the oceans finally emerged from somewhere in the country as soldiers poured out and quickly tried to integrate themselves in the country. Within seconds the tunnels then collapsed on themselves as if they were never there.

When ten finally went byseconds went by, the satellite disruptor quickly collapsed on itself into the ocean depths. A mile away from it was a similar tower, although it served no purpose other than using more power than the disruptor did. It wasn't marked with any symbols and looked unstable.


Lurexa: Now... where is my tea?

Eight hours later, the empire still looked like absolutely nothing happened to it. However, the only difference was unnoticeable, as those in the countryside towns to the east were constantly talking to each other in their houses.
