I'll go back the where I started having this problem. I was uploading music from a new CD I got into iTunes. At one point, the uploading failed, so I tried it again. However, whenever I listen to music now while one of my drives is running, it'll be super slow and strobing. Also, when I play a DVD on my computer, the top drive will have a strange video and audio strobe effect. The bottom one will have the video strobing, but audio is fine. I suspect these problems started because of that botched upload, and both video and audio issues are due to the same thing.
Every other function these two drives can perform other than the problems outlines above works the way it should, but I'm thinking that whatever happened that day probably affected something important.

I'd start by reinstalling the drivers. Give it a try and see how that goes.

 |  | Is this with multiple or just one disk? If it's just one, you could be looking at DRM bullshit causing this.

Multiple discs. Essentially all movie DVDs I put in, including those I made.

I happened to just check. FOr some reason, I have two Primary IDE channels. The first one has ULtra DMA Mode 5 enabled for both slots. The second one has "Enable DMA if available" like in the first driver, but the top slot's in PIO (which I can't change) and bottom's Ultra DMA Mode 2.

If these disk drives are fairly recent (as in post-1995 or so), they should always run in DMA mode.
Windows has decided that one of your drives doesn't work in DMA mode. According to giant block of text, uninstalling the disk drives and rebooting should fix it.
If that doesn't work, try uninstalling the ATA controllers or IDE channels. ____________________ |

As in, go into Device Manager and uninstall in CD-ROM or IDE ATA/ATAPI controllers, then reboot?

I tried uninstalling both drives and IDE driver, but the test DVDs (Family Guy Volume 6) still had the same effect. However, I noticed the menu movies weren't strobing at all, so I picked a random DVD (Idiocracy) and put it in both drives. Both drives had the strobing effect in the menus, but the movie played strobe-free. The IDE controller now has both drives playing at UDMA Mode 2 instead of the top one reading in PIO.
(Actually, it was pretty fun watching Idiocracy's menu movie in my top drive, because the storbing effect kind of made it look like I was high XD)

I somehow accidentially started up one of my test DVDs in Windows Media Player, and it works perfectly!
I'm beginning to think Dell Media Experience is behind all of this.

I'm just a little miffed that I didn't think about the software first. At least I got the top drive running in DMA again, so it's not a total loss.
Also, thanks to my LAN111 class, I know of the PC Decrapifier, so uninstalling shouldn't be too painful. My teacher was actually surprised to hear of it when watching a Tiger Direct How-to video, and even commented that he should include that program in his LAN112 class (111 is hardware, 112 software).
He makes more awesome everyday. Kind of like how cows make delicious.
