Sounds like you've got dialup.

If you want to turn off call waiting while on 56K add *70 to the phone number you dial to go where.

Soo... *70 xxx-xxxx.

Also...you might want to consider getting a few more contentful posts. All I've been seeing out of you as of late are a bunch of these one-liner threads and the majority of them you could use Google to find your answer. If you notice around here...most of the posts here have more sentences in one post than just a single one.

This would be an example.

According to this it could be phone wiring, apparently crossed. Has there been anything in terms of people coming out to do work on your DSL/phone lines as of late or put you on a new plan?

That's really the only thing I could gather as well.

Comcast does DSL? Uh, what? No. You have SBC Global, not Comcast.

Anyway, call them up and ask for filters. You need to put filter onto every phone jack except the one your DSL modem is plugged into. If it still happens after that, call them and ask them to come out and check it.

And for the love of god, read the damn rules

My point still stands, in that he is most definitely not using Comcast DSL service.

Also make sure that you don't have any cordless phones... due to the high frequency, some suggest to double-filter those and it's helped some people out with line problems.
