IE8 has an option under Compatibility Mode, for "Always use Compatability Mode for Intranet sites".

There's a very good reason (namely that most intrawet websites are coded very incompetently), but outside of those it's just a hassle -- turn it off.

XHTML2 just got canceled. I suspect a major reason is because XHTML never took off, since IE doesn’t actually support it.

Truthfully, the ultimate platform is PHP/PERL/Ruby on Rails/whatever to custom-make the HTML/CSS for each browser.

Trying to do it based on HTML alone is an insane fool's errand. I have done it before, but it is hideously inefficient.

A simple setup which converts HTML made for one browser into HTML for IE and such, implemented in a browser-sensitive PHP algorithm would probably put the whole mess to rest.
