It's been forever since I've hacked a Rom, I'm not even sure which tools to use to hack a nds rom...

I want to take Yu-Gi-Oh 5d's Stardust and hack it, the goal...

to be able to add custom cards to the game, it would be nice to have graphics for them but it's not a necessity...

I don't even know where I'll find sprites to use for the monsters

I need to be able to add cards and the apply the rulings to make it behave the way I want in game.

Well, to start, something like NitroExplorer can extract the games files. After that, it's all you man. There aren't any known tools or documentation on the game as far as I can tell, so you'd be flying solo.
