Say one wanted to create an RPG. Are there any vague frameworks out there to start out with (i.e. XP/Level tables, attack/defense mechanics, etc.) and if so, where?

Aside from that...none that I can think of. Although if I want reference for that, I usually consult FAQs and bought guides. They usually have the formulae.

There's of course the RPG Maker programs which, while not supposed to be free, have unofficial English translations you can download for free from a few sources. Just know its technically piracy since the Japanese versions are supposed to cost money, but if that doesn't bother you then I'd highly recommend them as a great bare-bones engine. I haven't had experience with any version past RM2K but I hear the more recent ones are incredibly versatile and customizable in terms of scripting and engine capability.
