I'd add "don't create overly loaded and hard-to-read layouts"...
Seriously, some of them are quite (too) colorful, and it increases the loading time of pages...
And maybe remove the annoying little squid stuck in the top of the screen...

The problem is for some reason, discussion of hacking certain games (Super Mario World, Super Mario 64, Pokémon) attracts a lot of idiots. However, it also attracts a fair number of people who, despite having poor grammar and not knowing much, aren't idiots. It's important to distinguish the two, and the best way to do so is to cut them some slack and don't just ban ban ban. Give warnings and advice on how to improve. The idiots will continue being stupid, the ones with brains should improve with some help.

VL-Tone seems to have the right idea, although he may be a little too optimistic.
