how would I test these levels? The only way I know of is to either find a way to actually use the multiplayer online with another person, or to copy the level file to the game somewhere else. I would prefer method 1, but I don't know how.

Also, what is the multiplayer NARC patch and what does it do?

The multi-player narc patch button does not work in the current version it is being worked on it will let you make multi-player levels quicker. And for your first question I don't know

For now, no emulators can emulate NDS wifi features. So the only way to test multiplayer levels is with two real DS's.
