If you are looking to download that specific hack, I'm positive that it was never done anything with and is simply a tech demo.
However, you could also be asking how to do it, again, I'm confused by your question.
First you need the editor for the game.
Then you need to understand that the editor is not user friendly and missing features.
It's also for people who have a decent understanding of hexadecimal and have emulation options for DS or a flash cart to play the game on. This will not edit a real cartridge in any way.

And also, to prevent further confusion, although this is the internet, not every sect of it is comprised of 13 year olds with spelling impediments and it does become not only annoying but also hard to read sentences without proper grammar.
