I got an improved quality texture pack (http://www.emutalk.net/showthread.php?t=43773) and would like to know how to apply it to my extended ROM.

TT is not the tool you need. TT can only apply individual textures at the same resolution as the game can handle, 32x32. Try rice's plugin. |

I use Project 64 1.7, so I would like to know how to do it with Jabo's plugin.

Then either look it up yourself or try Rice Video like suggested.
The short answer to this thread is that "high res texture packs" aren't something you change in the game, they are something used by an emulator as a replacement for textures in the ROM.
