How does CajeASM compare to mips-elf-as?

Does it support the same syntax?

It does everything CajeASM does (and more), minus writing directly to the SM64 ROM. Here's the documentation for the current version.

You may be able to find a precompiled version through Google. If not, I'll probably have time to build a complete toolchain for Windows (32- or 64-bit) this weekend. If you want to do it yourself, or you aren't using Windows, I suggest following this guide with "mips" in place of "i686".

(By the way, these are newer versions of the compiler and assembler Nintendo used to make N64 games.)
