This is an odd one. In Mega Man 64, the final boss has a quote that sound suspiciously like "Fuck you." Since MM64 is a port of Megaman Legends, and in order to fit ALL of the voice acting every sound effect was downsampled, It stands to reason that a more discernible version of the quote is present in MML.

I'd like to know if it's possible to locate and extract audio samples from a PSX ISO, specifically to take a peek and try to find that sample and listen to it a bit more clearly.

Depends what file format the audio is stored in. Try poking around with jPSXdec. I think I managed to listen to MML2's audio files with that.
