These arcade games have been dumped recently, even if there's no way to play them. In both games i found these images:

I found 7 test courses that are .dat files, how can i open them?

Hmm, I didnt know there was mario kart arcade game out there...
I really need to visit a game room sometime to get familiar with some stuff. :\

Anyway to open up .DAT file try this:

Since you pulled that from a rom check the size of it and see how big it is.
Try .avi, doc., .bin to see if one of the programs on your computer may open it without error.

Since they are on the Triforce system, similar to the GameCube, i extracted the whole ISO with GC Tools. The dat files are from 19 kb to 1800 kb. Also i found the same images as the same test .dat files in the second game, because it is the same as the first with some new tracks and maybe characters...

Cool, I'll leave it to you to get the .dat files open, it shouldn't be too hard, just the file extensions around some until you find a program that will open it with the correct data it may have.

Please do not post misinformation. Those files are in a proprietary format that can't be opened without a viewer written specifically for the game or the ability to force the game to load them instead of the regular data files. Unless Dolphin or MAME happens to start emulating these games some time soon, you're stuck reverse-engineering the format and hoping it's similar to other games.

The text in the search box is the "Russian school occupation crisis". I think that refers to this event, as searching it seems to result in similar pictures.

You can play *.dat files directly on your computer by the following players.

VLC Media player
BS player

To download these players go to google.com and search for them, For BS player you have to probably download additional codecs. That you can download at
http://www.divxmovies.com/software/

Since he found some pictures, those "might" be movie clips or not, I just want to be sure of it.

I'd like to reiterate that you have absolutely no idea what the hell you're talking about.

.dat is (usually) short for "data," and can represent any kind of binary data imaginable. The fact that VLC and other players support a .dat extension is virtually meaningless when dealing with video game data files, since they often use proprietary codecs and data formats very different from those found on standard desktop computers.

I always give this tip: Always open in HEX the file. The ".dat" file can be wrong.
Zelda Skyward uses .brstm, but the file is none.
As the Super Paper Mario uses .tpl, but the file type is none too!

A nice look of HEXing is nice. You can discover too if there is some text in those testmaps

All right, I've investigated the files sent to me by verne94.

grd_test.bin: This looks like a bunch of blobs of data, all starting at the same alignment, followed by a list of offsets that all point to addresses with the same alignment. Beyond that, I can't tell what it is.

test.bin: This is too small to make any conclusions.

tpl2_test_hidaka_test.tpl: This looks like garbage, which means it's probably compressed.

The various dat files: These all seem to be the same format; I don't have any idea how to interpret the data, but I suspect these are 3D models. They all have the text "scene_data" at the end of the file. Only test_course_obj.dat has additional strings, also at the end of the file. They are, in order:
