Rules:

Permanent:
1. Rules that are made permanent can't be changed, removed or transmuted.
2. Rules that are in the tier below permanent can be voted to be added as permanent; in order to pass there needs to be a clear majority. Each player gets one vote when voting for this.
3. The game will end the first of June this year.

Immutable:
1.Immutable rules needs to be transmuted to mutable before they can be changed or removed.
2. Players take turns in order of the list, descending.
3. The player or the alliance with the highest score at the end of the game wins.
4. If two players forge an alliance they pool their points, but have to vote as one.
5. Players vote with their current score to decided of new rules are added, or current rules changed/removed.

Mutable:
1. In the case of a tie, a die roll will determine the outcome.
2. It costs two points to make, join or leave an alliance.
3. No rules can be made that will use values and/or objects outside of the game itself.

I suggest changing mutable rule 3 to "No rule can be made targetting individual players using objects or values outside of this game's scope."

I see what you're trying to do, but I think it might actually create more problems than it solves, so I do not support it.

Edit: Besides, the official rule is this:

As TRS said, the official rules covers most nasty loopholes, whilst in the edited version we could be able to target players by using outside elements as long as we target more than one. So:

The way our rules are currently set up, it requires a considerable amount of time and effort to make any progress. Our turns are quite valuable, and I don't like the idea of potentially spending two of them making just one change when our minds are clearly set at the end of the first turn.

As such, I propose this rule:

"In the event of a conflict between rules, the most recent rule supersedes any previous rules."

I should note that, how it's set up right now, even though a new rule would take favor with this rule, it would still not overwrite the tier layers we have right now, as with that logic, you would have to overwrite both an immutable and permanent rule when making this rule, which is not possible by current rules.

Just wanted to let people know.

No, what I'm saying is that if you want this to work in other tiers then mutable (by current rules) you need to change the rules defining those tiers.

Specifically:

Permanent:
1. Rules that are made permanent can't be changed, removed or transmuted.


Though, the later is unchangeable anyway...

Since the rule I proposed did not have the desired effect, I retract my suggestion and present a substitute:

Transmute the first Immutable Rule so that it is, instead, Mutable.

This will take a bit longer to get rid of, but the ultimate result should be about the same.

I voted for the rule because I thought it subverted the permanent rule class, which I dislike but can't do anything about by definition.
