I'd render this as, "Gumbious Temple, in which you now stand, is adorned by the holy flame of the Eclipse Torch. It is the center of not only the Dezolian faith, but also its government."
้ ใ in this case likely means something like "is crowned by" or "is adorned by". I've seen it used in contexts like ้ชใ้ ใ, meaning "snow-capped", and I'm pretty sure this is how it's being used here.

I'd put this as, "I am the high priest of Gumbious Temple who shall live through the second millennium..."
This line is from Raja, if I'm not mistaken. I don't think he's implying that he's 2000 years old, but rather that he will be the one to oversee the events that occur at the 2000 year mark since Dark Force was first defeated.
